return ( What Is the Unified Carrier Registration (UCR)? The Unified Carrier Registration (UCR) is a federally mandated annual registration and fee system for motor carriers, freight brokers, freight forwarders, and leasing companies that operate in interstate or international commerce.

It was established by the UCR Act of 2005 (part of SAFETEA-LU) and replaced the old Single State Registration System (SSRS).

UCR exists to fund state motor carrier safety programs and enforcement.

The fees collected through UCR go directly to state agencies that perform safety inspections, compliance reviews, and enforcement activities at weigh stations and on roadways.

It is not optional — if you operate a commercial motor vehicle interstate, you must register and pay annually.

Freight brokers — Licensed property brokers who arrange transportation of freight.

Leasing companies — Companies that lease commercial motor vehicles to carriers.

Who is exempt: Carriers that operate exclusively intrastate (within one state only) are exempt from UCR.

Vehicles with a gross vehicle weight under 10,001 lbs that are not used to transport hazardous materials are also exempt.

Government vehicles and certain farm vehicles are exempt.

UCR Fee Brackets UCR fees are based on the number of commercial motor vehicles you operate, including vehicles owned and vehicles operated under lease.

The UCR Board sets fee brackets annually.

Recent fee brackets are: 0-2 vehicles: $176 3-5 vehicles: $353 6-20 vehicles: $704 21-100 vehicles: $1,732 101-1,000 vehicles: $8,299 1,001+ vehicles: $73,346 For most owner-operators with one or two trucks, the fee is $176 per year .

This is the lowest bracket and covers the vast majority of small carriers.

Freight brokers and freight forwarders pay the 0-2 vehicle bracket fee regardless of the number of transactions they handle.
